In 2010, GM abandoned an industrial site in the heart of St Catharines. It was purchased soon after by Bayshore Group, a developer who soon abandoned it as well. What did they know? More importantly, what did the City and the Ministry of Environment know, and why did both of them keep telling residents that everything was fine?
