What is the new Bin Surround Programme?

A new scheme launches today allowing people donate plastic bottles and cans for others to return.   The Bin Surround Programme is being announced by Dublin City Council and Re-turn. We get the details of this new scheme with  Barry Woods from waste management with Dublin City Council.
