Some children are unfortunately neglected or put at risk by their care givers. This sometimes results in their death. When this happens, we always ask - where was social services? why didn't they protect the child? how did the parents get away with this? At the same time, there's stigma around social services involvement in the family home. People generally don't like and fear it!
