39% of construction families are enrolled in a public safety net program.  That's compared to 31% of families across all other industries. Why?  Because more and more construction workers are being identified as independent contractors rather than full time employees.  This means that they're not receiving social security, unemployment insurance, Medicare or workers' compensation.
